[Feature Request] Tool call hooks for persistent memory management regarding Tools

Feature Description
We need tool call hooks, save some memory regarding a tool call. For eg. my agent usually calls Slack to DM my colleagues, but don't want it to ping them outside work hours, I can save it in memory to not ping them outside work hours but these memories are easily missed at times by the agent. If a memory is tied to a tool call like a hook, this would solve the issue
