[BUG] Idle but 18% usage limit was used.

What's Wrong?

Idle for ~2 hours, ~18% usage consumed
No hooks or cron jobs configured
effortLevel: high set
Ask if compaction logs/costs are exposed somewhere so users can audit this

What Should Happen?

When I had left then the session usage was at 1%. It was a new session. When I came back, the usage should have been 1% but it was 18%. I had just sent one command 'Hi' to activate the session.

Steps to Reproduce

Start a session.
Send a message 'Hi'. Leave the computer as it is and lock the computer.
Come back after nearly 2hrs
See the usage limit.
