[Bug] Input buffer not saved to terminal history on Ctrl+C and Ctrl+L

Bug Description
ctrl+c and ctrl+l both do not save input buffer to terminal history anymore. One invalid click removes input prompt. please consider this change, especially given that this is new behavior for ctrl+l cmd (used to keep output in buffer). Given that stash is only one level deep, this creates a lot of issues.

In general, this is a good moment to heed the caution herein: please keep deployments and feature changes robust going forward and avoid breaking existing UX
