[Bug] Claude ignores framework constraints and workflow structure in CLI commands

Bug Description
está impossivel usar. parece que o claude desaprendeu a fazer as coisas. todos os comandos dados ou são feito sem seguir o framework estipulado. o claude tenta toda hora escapar do fluxo de trabalho. revisei hooks, claude.md, base de conhecimento, tudo. eu quero meu dinheiro de volta
