[Bug] Usage limits silently reduced without notification

Bug Description
the usage limits have been silently changed. big difference in last month or so. it has forced me to get a subscription with codex to dual run then migrate if cluadeis not fixed over next month, many friendds are in the same booat, and my way of using CC has not changed
