Plugin sync from GitHub stuck on spinner in org settings

The plugin sync in Claude org settings is showing an infinite spinner and not completing. No updates are being pulled from the repo.

• Was working fine previously, no changes to repo structure or marketplace.json
• Only recent changes are routine CI auto-bumped patch versions (no structural changes)
• marketplace.json is valid JSON at .claude-plugin/marketplace.json
• Auto-update is not enabled — manually triggered sync
• Repo has 11 plugins, all with valid plugin.json files
• Tried refreshing the page, issue persists

Expected: Sync completes and shows updated plugin list.
Actual: Spinner runs indefinitely with no error message.
