[Bug] Claude iOS app, Remote Control: Rate limit error blocks remote control access until period expires

Bug Description
When usage runs out, extra usage prompt (upgrade plan or wait for limit) does not display view remote control.

A user cannot resume work via remote control until rate limit period ends or the user returns to the main machine to unblock the prompt, which is only visible in the terminal, not in the remote control.

The expected action would be that the iOS app shows the prompt to upgrade plan or wait for limit, identically as the desktop TUI does. This would enable a remote control iOS user to unblock the rate limit, the same as the desktop.
