[Bug] Agent mode setup download hangs on desktop app

Bug Description
Desktop app agent mode download stuck. Clicking "Download" on the "Get set up for agent mode" screen does nothing — no progress, no error. CLI v2.1.97 installed and working fine via the same GCS servers, so this is not a network issue. macOS on MacBook Air. Same as GitHub issue #38654.
