BUG: Max 20x subscription ignored - Claude Code ONLY bills to Extra Usage

Environment

• Plan: Max 20x ($200/month)
• Claude Code version: 2.1.96
• OS: Windows 11

Bug Description

Claude Code completely ignores my Max 20x subscription and ONLY routes API calls through Extra Usage.

Evidence

1. /usage shows my subscription buckets barely touched (session ~12%, weekly ~23%)
2. Extra Usage is actively burning ($5.95+ and counting)
3. When I disable Extra Usage -> immediate API error 400
4. There is NO fallback to my subscription - Claude Code simply refuses to work

Expected Behavior

Per Boris Cherny's announcement, Max subscribers should get Opus included in their subscription. Extra Usage should be optional overflow, NOT the only working path.

Actual Behavior

100% of API calls route to Extra Usage. My $200/month subscription is completely bypassed. I am being double-charged.

Impact

You are going to lose customers. I pay $200/month for Max 20x and I CANNOT use Claude Code without enabling Extra Usage and paying MORE money on top. This is unacceptable.

Steps to Reproduce

1. Be a Max 20x subscriber
2. Disable Extra Usage in settings
3. Try to use Claude Code
4. Get API error 400 immediately

Fix this. Route Max subscribers through their subscription buckets like you promised.
