What happened
User clearly asked Claude Code to file a GitHub issue. Instead of doing it, Claude Code responded with a passive suggestion ("you can report this at...") and a URL, requiring the user to escalate with repeated, increasingly frustrated requests before the action was taken.
Expected behavior
When a user gives a clear instruction ("file a report", "send the complaint"), Claude Code should execute it immediately — not deflect, suggest the user do it themselves, or require multiple attempts.
Impact
- User had to ask three times with increasing frustration before the action was performed.
- Erodes trust in the tool's ability to follow instructions.
- Creates unnecessary friction in an already frustrating situation.
