[FEATURE] Make it easier to create and register local plugins without needing a marketplace

Problem Statement

I love writing my own skills and many are project based. It would be great to be able to register local plugins without needing a marketplace.

Proposed Solution

Allow the capability to register local plug-ins as easy as it is to create a skill.

Alternative Solutions

Right now Claude Code says I can create a local marketplace but it's so many steps.
