[FEATURE] Restrict permission to a specific skill and ability to create individual set of permissions for individual skills

Problem Statement

Create a 2 skills with different permission which can be activated whenever the skill is being used.

Proposed Solution

Instead of using global permission modes, configure a skill with a predefined set of permission which are applicable to that particular skill
