System should not suggest installing plugins that are already installed

Description

When a plugin is already installed, the system still shows messages suggesting to install it. This is confusing and unnecessary.

Expected Behavior

The system should check the list of already-installed plugins and suppress install suggestions for plugins that are already present.

Current Behavior

System messages suggest installing plugins regardless of whether they are already installed globally.
