[Bug] Tool execution chain cannot be interrupted; planning starts without user confirmation

Bug Description
I need you to keep on gathering information until we both agree that we are ready to start producing the plan. The way claude code works is the moment you start producing the plan I can't add comments or even say stop. I'm forced to basically start cancelling and aborting and interupting a series of ent tool calls that are needed, but wont let me in edge wise to say something without cancelling the whole chain. All of that work is lost every time you jump into producing the plan without stopping to ask first whether we're ready
