[BUG] Used all tokens in session limit without receiving a SINGLE token as a response

What's Wrong?

I spent 30 minutes trying to resume one prompt with the word "continue". Claude is clearly having issues at the moment, which is a separate topic, but in that 30 minutes I did not get a SINGLE token as a response from claude. I canceled the task after a few minutes a couple times, then let it run for 20+ minutes.

The result? "You've hit your limit", without claude actually responding with literally anything (that was visible to me anyway)

Either the client kept retrying the request which kept failing (and kept adding tokens), or it was swallowing output, or something else, but regardless charging token usage and money and not actually showing ANY output is absurd.

What Should Happen?

Failed requests should not count towards token limit
