[Bug] Plan archiving truncates content instead of preserving full plan

Bug Description
I have an instruction in my CLAUDE.md to always archive plans after the plan is accepted into a certain folder and give it a meaningful name; what I observe is that claude does that, but to a very limited degree. archived plan is a very abriged version of a real plan that was generated. If I tell it that the plan was not archived properly, it typically succeeds in dumping the real plan. The plan dumping is very useful for iterative development, so that I can refer to previous work and fix mistakes without reusing the full context
