Extreme rate limiting on Max Pro plan - 10+ min waits per request, 30 min for compaction

Problem

On the Max Pro plan, Claude Code has become practically unusable due to aggressive rate limiting:

• Every single request requires 10+ minutes of waiting
• Context compaction takes ~30 minutes each time
• This happens consistently, not just during peak hours

Expected Behavior

Max Pro is the highest-tier subscription. Users expect reasonable response times that allow productive work, not 10-30 minute waits between interactions.

Impact

• Completely breaks the development flow
• Makes Claude Code impractical for real work
• Paying for the most expensive plan but getting the worst experience
• Compaction is especially painful because it's an automatic system operation, not even a user-initiated request
