[BUG] Cowork "Virtualization is not available" on Windows 11 Pro despite Hyper-V fully enabled — AMD Ryzen 5 4600G

What's Wrong?
Cowork tab shows "Virtualization is not available — Claude's workspace requires Virtual Machine Platform, but the virtualization service isn't responding. Restart your computer to resolve this."
Restarting does not resolve it. All virtualization features are confirmed enabled and working at every level.
System specs:
- CPU: AMD Ryzen 5 4600G (supports AMD-V/SVM)
- GPU: NVIDIA GTX 1060 3GB
- OS: Windows 11 Pro
- Hyper-V: Enabled
- Virtual Machine Platform: Enabled
- Windows Hypervisor Platform: Enabled
- Task Manager → Virtualization: Enabled
- SVM Mode in BIOS: Enabled
- CoworkVMService: Running
- Restarted multiple times: Yes
- Reinstalled Claude Desktop: Yes
Regular chat in Claude Desktop works fine — only Cowork is affected.

What Should Happen?
Cowork should detect that all virtualization features are enabled and successfully start the VM workspace.

Virtualization is not available
Claude's workspace requires Virtual Machine Platform, but the virtualization service isn't responding. Restart your computer to resolve this.
Steps to Reproduce
- Install Claude Desktop (latest version) on Windows 11 Pro
- Enable Hyper-V, Virtual Machine Platform, and Windows Hypervisor Platform in Windows Features
- Enable SVM Mode in BIOS (AMD Ryzen 5 4600G)
- Restart computer
- Open Claude Desktop and navigate to Cowork tab
- Observe "Virtualization is not available" error
- Restart computer — error persists

This appears to be the same known bug reported in #25136, #27316, #27420, #29887, #32004.
This is Claude Desktop Cowork, not Claude Code CLI.
All system-level checks confirm virtualization is fully operational. The issue is in Claude Desktop's virtualization detection, not in the system configuration.
