Auto-generate SQL DDL + Directus metadata registration from ralplan-approved specs. Maps ontology entities to tables, fields to columns, relationships to foreign keys. Includes directus_collections INSERT for Directus 11 compatibility. Use case: 7 governance collections auto-deployed from spec.
