[Bug] Prompt caching not functioning correctly, causing excessive token consumption

Bug Description
i noticed that my claude usage was being used up VERY quickly over the last 1-2 days. i found out that there is a issue with the latest claude code that doesn't cache correctly and it uses up tokens very very quickly. Wondering how i go to require a reset of my weekly usage limit?... Dont just tell me that you cannot reset weekly limits, i need to report this to anthropic.
