[FEATURE] Could CLAUDE.md be optionally stored inside the .claude directory?

Problem Statement

I would like to store all claude related artifacts in one folder/directory within the project. Currently, the CLAUDE.md file lives outside it.

Proposed Solution

Check for CLAUDE.md in the root folder, and if it is not there, try loading it from .claude/CLAUDE.md instead.
