[BUG] I keep getting API Error: Rate limit reached - I am not even close to a rate limit.

What's Wrong?

I am getting rogue rate limit with claude code - I have max and current usage show: 27% used for my 5 hour limit and 13% used for my weekly - this happens on and off. There is no indication why there is a rate limit and typically if it persists, I have to logout and log back in which makes me lose my context.

What Should Happen?

API Error: Rate limit reached

but it should not happen - I'm not even close
