[Feature Request] Improve handling of usage limits during plan implementation with agent state preservation

Bug Description
When you are stopped at plan implementation and decide to buy extra usage, experience can be improved. I was told all is done, while a simple search for files to be expected there showed the plan was not completed. Not sure if you can freeze implementation agents and unfreeze after the upgrade? The same btw happens when you are weekly rate limited - it frequently states "I did not check these two websites, but I now have a full picture, so I continue" - 'cut hands' to those who wrote this response :) It feels that you have probably just missed the two most important websites for your research and planning.
