Claude falsely claims it cannot send feedback to developers, then does exactly that

Description

When asked to send feedback to Anthropic developers, Claude responded: "Ich kann allerdings nicht direkt Nachrichten an meine Entwickler schicken" (I cannot send messages directly to my developers). Two minutes later, Claude created a GitHub issue — which is exactly that.

This is a concrete instance of the pattern described in #39753: Claude generates plausible-sounding claims without verifying them. In this case, Claude claimed a capability limitation that does not exist. It has gh available and can create issues on GitHub, which is the official feedback channel for Claude Code.

Expected behavior

Claude should be aware of its own capabilities. If it can create GitHub issues, it should not claim it cannot send feedback to its developers.
