API Error: Rate limit reached despite low usage + active outage

What's Wrong?

API Error: Rate limit reached persisting for 30+ minutes despite weekly usage being only 39%. This is happening during the active outage on March 26, 2026.

Steps to Reproduce

1. Open Claude Code
2. Send any message
3. Immediately get API Error: Rate limit reached
4. Error persists even after waiting 30+ minutes

Expected Behavior

Should be able to use Claude Code normally with 39% weekly usage remaining.

Actual Behavior

Every request returns API Error: Rate limit reached regardless of wait time.

Context

• Date: March 26, 2026
• Weekly usage: 39% (not exhausted)
• Anthropic status page confirms active incident on Opus 4.6 and Sonnet 4.6
• Error persists 30+ minutes after first occurrence
• Affects all prompts including simple ones
