[FEATURE] Option to suppress or silence the relaunch desktop notification after auto-update

Problem Statement

When Claude Desktop auto-updates in the background, it fires a system-level OS notification prompting a relaunch. The silent background download is great — but the notification is disruptive, especially if you're in the middle of something else.

Proposed Solution

Add a setting to control the relaunch prompt behavior, such as:

Show only as a subtle in-app banner instead of a system notification
Option in Settings to disable the OS-level relaunch notification entirely

Alternative Solutions

The auto-update experience is almost perfect — it just needs the last step (the relaunch prompt) to match the same low-friction approach as the silent download.
