[BUG] Cowork: Adding Chat Project context adds empty "Projects" entry instead of showing project selection popup

What's Wrong?

When inside an existing Cowork project and attempting to add a Claude.ai Chat Project as context, no selection popup appears. Instead, an empty "Projects" entry is added to the context panel with no content.
A popup or modal should appear allowing the user to select which Chat Project to connect as context.

Actual behavior: Clicking "Add Chat Project context" immediately adds an empty "Projects" entry to the context list with no content and no way to select a specific project.

What Should Happen?

A popup or modal should appear allowing the user to select which Chat Project to connect as context.

Steps to Reproduce

  1. Open Cowork and navigate to an existing Cowork project
  2. Open the context panel
  3. Click "Add context" → select "Chat Project"
  4. Expected: A popup appears listing available Claude.ai Chat Projects to choose from
  5. Actual: No popup appears — an empty "Projects" entry is added directly to the context panel
