[Bug] Terminal flicker and scroll regression after 2.1.62→2.1.74 update

Bug Description
terminal flicker increased (espcially while cc is working) after the stable update from 2.1.62 to 2.1.74 - also it appears there is regression after this update resulting in a race condition that causes the terminal buffer jumping to the top and scrolling to the buttom when the terminal is resized
