[FEATURE] Add @claude stop command to opt a PR out of automatic subsequent push reviews in Manually trigger reviews

Problem Statement

After triggering a manual review with @claude review, subsequent pushes are automatically reviewed. There's currently no way to stop this per-PR.

Proposed Solution

Add a command like @claude stop or @claude pause would allow opting out without changing repo-wide settings.
