[Feature Request] Support .Claude config discovery in parent directory hierarchy

Bug Description
It would be helpful if Claude pulled from any .Claude folders in the parent path, not just current directory or home. If I make a directory to contain several worktrees, I'd like to put my .Claude info there and then access it within any worktree. Likewise if I launch Claude from a subdirectory of a project, it needs the project settings.
