Max plan usage limits reported as much lower than they should be

Bug Description

Usage limits on Max plans are being incorrectly reported/enforced as much lower than they should be. The displayed limits do not match what Max plan subscribers should have access to.

Steps to Reproduce

1. Subscribe to a Max plan
2. Observe the usage limits shown in the interface
3. Limits are significantly lower than expected for the Max tier

Expected Behavior

Usage limits should reflect the correct Max plan allowances.

Actual Behavior

Usage limits are filed/displayed as much lower than they should be for Max plan users.
