[BUG] Cowork "API Error: Rate limit reached" persists for days — Chat and Claude Code unaffected (related to closed #33120)

What's Wrong?

Cowork displays "API Error: Rate limit reached" on every action. The error has persisted for multiple days. Claude Chat and Claude Code CLI work fine on the same account simultaneously, confirming this is not an actual rate limit being hit. Account usage is well within quota.

Additional context
Issue #33120 describes the same symptoms and was closed as resolved, but the problem persists on my account. Based on that issue, this appears to be a server-side rate limit state incorrectly applied at the account level. Requesting a server-side reset of the Cowork rate limit state for my account.

What Should Happen?

Cowork should work normally. Claude Chat and Claude Code on the same account work without any issues.

  1. Open Cowork in Claude Desktop
  2. Open an existing project
  3. Send any message
  4. Immediately receive "API Error: Rate limit reached"
