Add Croatian (hr) to voice dictation supported languages

Feature Request
Voice mode currently supports ~20 languages (Czech, Danish, Dutch, English, French, German, Greek, Hindi, Indonesian, Italian, Japanese, Korean, Norwegian, Polish, Portuguese, Russian, Spanish, Swedish, Turkish, Ukrainian) but Croatian (hr) is missing.
Current behavior
/voice hris accepted as a command but the dictation language staysen/confighas nodictationLanguageoption to override this- Speaking Croatian into voice mode produces garbled or no transcription
Expected behavior
Croatian (hr) should be available as a dictation language, either via /voice hr or through a config setting.
Context
- Croatia has 4+ million speakers and an active developer community
- Croatian developers are building production software with Claude Code (ERP integrations, e-invoicing standards, etc.)
- Croatian is a Latin-script language with clear phonetics — should be relatively straightforward to add
