Problem Statement

I would like an "availableModes" settings. If "don't ask" is the default mode it's possible to cycle with shift tabs with other modes. If it's not the default, it's not available. I'd like claude to start in query mode but to easily be able to switch to don't ask.

Proposed Solution

Create an availableModes setting with the list of modes through which shift tab will cycle.
