[Bug] Model performance degradation during off-peak 2x promotion period

Bug Description
Started early this morning during the non-peak 2x time. The models are "dumb". I'm on the same version that I used yesterday so all I can think of is the off-peak usage 2x promotion. Don't know what is going on but it's definitely not as good.
