Bug Description
Claude itself states: "I don't see a to field or SendMessage function exposed in any of my available tools."
The tool is mentioned in patch notes from 2.1.77 but doesn't appear to be documented or exposed to Claude.
This also breaks resuming agents since 2.1.77 made it so the Agent tool no longer accepts a resume parameter.
