[Bug] Voice settings not persisted across new Claude Code instances

Question

**Bug Description**
So I'm working with multiple Claude code terminal instances. On which I have voice enabled. If I open a new Claude code instance, voice is not enabled for that new instance which causes me to have to disable voice and reenable voice. Disabling voice disables it for all the terminals. And enabling voice enables it for all the current running terminals. Any new terminals does not have it enabled. We need to update Claude code so that checks if voice is enabled, and then enable
