[FEATURE] Bespoke instructions for team lead

Problem Statement
I have a team I create using the personas in my agents directory. Each of these has bespoke instructions for particular tasks.
However, I'm unable to give the team lead any bespoke instructions. It follows the system-wide CLAUDE.md and the project instructions. But both of these sets of instructions are also given to all the agents in the team. There's no way to give instructions which only the team lead will follow.
I have a bunch of instructions about how to triage a given issue, which only the team lead needs to follow, and shouldn't be cluttering up the context of all the other agents.
Proposed Solution
I'd like to be able to allocate one of the personas I've defined in my agents directory as the team lead.
Alternative Solutions
Currently I create a particular team member which can do issue triaging and process management. The team lead then defers to them for decision making regarding which agent an issue will be dispatched to.
But this is clunky and it'd be much better if the team lead could make those decisions themself.
