[BUG] The startup screen is not displaying correctly

What's Wrong?

The welcome screen displays differently randomly.
I used the same project dir, same screen size and font size.
It display simplified screen sometimes, detailed screen sometimes.
I cannot see a clue when will the detailed screen show.

What Should Happen?

Should have a config to decide it shows simplified or detailed welcome screen. Should not show randomly.
