[BUG] wasting user tokens on saying /voice available when its not

What's Wrong?

The core complaint: "Welcome screen advertises /voice as available but the skill doesn't
exist — wastes user time and context." I used 10% trying to find out its not rolled out let use a little AI and only show when it is !!!!!

What Should Happen?

Say nothing until its is for that user
