[BUG] Load tools when needed Setting (Not persistent)

What's Wrong?

This issue is related to Claude Desktop App, as there is no a Github repo to submit issues for that app.
The issue is that even though I keep selecting Tools already loaded to have them loaded in the context right away, after sending the message, it automatically switch to Load tools when needed,

What Should Happen?

The setting should be persistent and remember when I selected a value, the value for new chats or follow-up chats

Steps to Reproduce

1. Open Claude Desktop App
2. Change to Tools already loaded
3. Send message, recheck the setting after sending

or by opening a new chat after changing the setting
