[Bug] Thai character combining marks dropped in Windows terminal input

Bug Description
Thai input broken on Windows - when typing Thai characters directly in Claude Code terminal, combining characters (sara, tone marks, mai han akat) are dropped/missing. For example typing สวัสดี shows as สสด. This affects PowerShell, Git Bash, and VS Code/Cursor integrated terminal. Workaround: copy-paste Thai text works correctly. Please fix Thai IME/input handling on Windows.
