[BUG] Claude in Chrome sidebar and settings render in Japanese despite all local settings being in English

What's Wrong?

extension options page and sidebar render in Japanese
despite all locales being en_US. No VPN usage. just japanese, which I don't read. locations in US and Europe.

What Should Happen?

It should be in the language set in my browser.

take my computer. open chrome, click claude in chrom icon. the sidebar opens. it's in Japanese
