[BUG] Interactive TUI hangs on startup; -p mode works fine

What's Wrong?

Version: 2.1.69, Windows, Node v24.13.0
Symptom: Interactive TUI hangs on startup; -p mode works fine
Debug log shows: Repeated Failed to save config with lock: Error: EEXIST: file already exists, mkdir 'C:\Users\enrico.corti' during startup
Workarounds tried: Removing .mcp.json, renaming .claude folder, .claudeignore, clean directory (works in empty dir)
The EEXIST config lock bug from 2.1.59 appears not fully resolved in 2.1.69

What Should Happen?

Claude should launch normally
