[BUG] Planning exists dangerously skip permissions mode

Bug Description

claude leaves dangeriously-skip-permissions mode after doing planning

Steps to Reproduce

start claude with --dangerously-skip-permissions
go to planning and have it do something
notice how skip permissions mode no longer exists

Expected Behavior

stays in skip permissions

Actual Behavior

not in skip permissions mode
