[Bug] Local scope plugin installation state persists across projects

Bug Description
Tengo un problema cuando e instaldo el plugin de skill-creator a nivel de scope local en un proyecto cuando quiero instalar nuevamente el plugin en otro proyecto me aparece ya marcado y cuando le doy enter solo me regresa a la pestaña de de discover y no instala nada
