[BUG] Cowork: "Failed to uninstall plugin" when attempting to uninstall an Organization Plugin

What's Wrong?

• We have Organizational Plugins in Cowork.
• Users can install them.
• However, we can't uninstall them. When a user attempts to uninstall via the Claude Deskop, they get a "Failed to uninstall plugin" error.
• Been repro'd across different users on different hardware
• Bug continues even after a reset of Claude Desktop and on a clean reinstall for Claude Deskop

What Should Happen?

When an organizational plugin is uninstalled, It is actually uninstalled.

Steps to Reproduce

1. Create an organization plugin + marketplace
2. Add the plugin to your Cowork from Customize
3. Select "uninstall"
