Code Completion Blocked by Content Filtering Policy

Bug Description
Annoying to write everything on one line here (escapes not working in bug report).

I asked for normal code completion (no sensitive material) and got:

   ⎿  API Error ({"type":"error","error":{"details":null,"type":"invalid_request_error","message":"Output 
blocked by content filtering policy"}}) · Retrying in 1 seconds… (attempt 1/10)

I aborted after 3 attempts and told Claude Code that it had been blocked and asked it to work around it, to which I got:

    ⎿  API Error: Premature close

I really don't understand what could possible cause the output being blocked since this is a generic YANG parser library (https://github.com/orchestron-orchestrator/acton-yang).
