[BUG] /rate-limit-options spam after turning on extra usage.

What's Wrong?

hit a limit at 330 pm eastern that reset at 5pm, came back at 630 to a message that says my limit restarts next week and an infinite history of /rate-limit-options being sent from my cli

What Should Happen?

i shouldn't have a /rate-limit options loop that consumes my usage limits and wastes my money

Steps to Reproduce

get into a long running phase process, hit a limit and don't respond to the wait or pay more message until after the limit expires??? thats not for certain but thats what i did
