[BUG] Local agents' permission requests are not pop out in TUI

What's Wrong?

Permission Requests are triggered in local agents. I have set a hook for Permission Requests so I know that. But in the TUI nothing is displayed. TUI only show that claude is waiting for agents to complete the task. So you have to use bypass mode to avoid Permission Requests from blocking local agents' work.

What Should Happen?

TUI should pop out Permission Requests in agents.
